Scott LaTulipe
President
W. Scott LaTulipe, AIA, has been on the TFAA Board of Directors since 2016. He was born in Big Spring, Texas, into a military family. Scott grew up moving around the world—spending nearly a decade in England, which left a lasting impression of respect and admiration for Europe and European culture.
Scott went on to study at Texas A&M University’s College of Architecture, where he also earned a Master’s degree in Construction Management. He has more than 35 years of experience in the design and construction industry, with a focus on healthcare, commercial, and higher education architecture.
In 2008, he founded Milestone Project Management, working with clients across the region and the country. He’s an active member of the American Institute of Architects, the American Society of Healthcare Engineers, the Petroleum Club, and the Texas Citroën Club. In 2013, his firm was named to the Aggie 100, which recognizes the fastest-growing companies led by Texas A&M graduates.
Today, Scott serves as President of the Texan French Alliance for the Arts, which promotes the cultural exchange and artistic connection between Texas and France. His professional journey—and a lifetime of travel—have sparked a real appreciation for the character and charm of French cars, architecture, food, music, and art.
Scott and his wife, Amy—a native Houstonian and fellow Aggie—have been married for almost 30 years. They love to travel, cook with their foodie group, and share their love of both Texas and French culture with friends, old and new.
Mickey Henry
Chairman of the BoardMickey Henry, is currently the Chairman of the Board of TFAA. He is a Houston, Texas businessman with graduate master degrees in both Social Psychology (Southern Methodist University) and Business Administration (University of Texas).Mr. Henry received the Chevalier de L’Ordre Des Arts Et Des Lettres in 2019 in recognition for his twelve years of volunteer work for TFAA serving as either President or Chairman of the TFAA Board of Directors which completed 100’s of art, cultural and educational projects involving French and Texans working together.
Mr. Henry is retired now after a career of business experiences with his own and other companies.His work experience included running a “software as a service” (SaaS) business as an owner, product manager and investor, and founding and selling a pipeline right-of-way aerial video-taping company. He is also currently the Co-Chairman of the Board of Buurst, Inc., a cloud software performance company and has been a Board of Directors Member since the company was founded in 2012.
Frank Marchetti
Vice President – Consul General of France in Houston
Frank Marchetti became Consul General of France in Houston in September 2025 after his appointment by presidential decree in August 2025. A career diplomat since 2007, he previously served as Minister-Counselor and Deputy Chief of Mission at the Embassy of France in Ottawa. His diplomatic and international-development experience has included assignments focused on Africa, multilateral affairs and cultural cooperation.
His earlier positions include service at the French Ministry for Europe and Foreign Affairs, the Permanent Mission of France to the United Nations in New York, the Embassy of France in Pretoria, and the French Development Agency. He is a graduate of ESSEC Business School and Sciences Po Paris, and also holds qualifications in accounting and finance and in Swahili. In Houston, he supports strong institutional, cultural and educational ties between France and Texas.
Karl Cogard
Board Member – Cultural Attaché & Director of Villa Albetine, Houston
Karl Cogard is Cultural Attaché and Director of Villa Albertine in Houston, part of France’s national network for arts, culture and education in the United States. In this role he works with artists, cultural organizations, educational institutions and community partners across Texas and the region to expand French-American exchange and to support cultural programming, residencies and creative collaboration.
His career has combined education, language and cultural diplomacy. Before Houston, he served as Cultural counselor at the Embassy of France in Slovenia as Education Attaché and head of educational affairs at the Embassy of France in Washington, D.C. Earlier, he taught at the universities of Pau and Paris 13 and directed Alliance Française organizations in Chennai, India, and Reykjavik, Iceland. That international background brings deep experience in building partnerships around French language and culture.
Yvonamor Palix
Art Programm Director for TFAA & Internation Art Curator, Cultural collector & Visionary AdvisorYvonamor Palix, renowned international art curator and advisor of French-Mexican heritage, has spent over three decades shaping the contemporary art scene through her influential galleries in Paris, Mexico City, and Houston. Her galleries have been featured in world-renowned art fairs such as Art Basel, FIAC, ARCO, and Chicago, serving as springboards for numerous emerging artists. Many of these talents later gained international acclaim, participating in prestigious biennials including Venice, Istanbul, Johannesburg, Santa Fe, and Havana.
Yvonamor’s expertise extends far beyond the gallery walls. Her reputation as a trusted cultural strategist has led her to collaborate with major institutions and diplomatic missions worldwide. Notably, she curated The Flight of the Monarch at the International Art Biennial Houston 2019, an ambitious, thematic exhibition featuring 60 artists from 21 countries and showcasing over 360 works. The three-month event far exceeded expectations in attendance and impact, drawing dignitaries including nine Houston Consul Generals, city officials, and representatives from key cultural nonprofits.
In 2016, Yvonamor was selected as guest curator for the French Pavilion Art Tour in Houston, where she created a unique dialogue between French artists based in Texas and those from across France.
In recognition of her lifelong dedication to the arts, she received the Distinguished Mexican Award in January 2020, the highest honor bestowed by the Mexican government for contributions to culture and the arts.
Through her boutique consultancy, Insitu Art Club, Yvonamor offers bespoke curatorial services to private collectors and corporations. Her programs blend her extensive international network with a passion for discovery, offering immersive art experiences that combine culture, travel, and contemporary insight.
A committed advocate for cultural engagement, Yvonamor actively supports the Houston arts ecosystem by serving on the boards of several
nonprofits, including TFAA, Ars Lyrica, EFGH, Norhill Neighborhood Association, and the Pan American Round Table.
Laura Mardis
Financial DirectorLaura Mardis is a native Houstonian. She obtained her Master’s Degree in Accounting from the University of Houston in 2012 and has worked as a CPA in Houston public accounting firms since graduating. She has been studying French with L’Alliance Française Houston since 2019 and visits France as often as possible. Laura enjoys French culture immensely and hopes to one day live and work in France.
Caryn Ogier
Board Member – Project Management Professional
Caryn Ogier is a registered architect and project-management professional with more than twenty-five years of experience in architecture, interiors, furniture planning and complex construction initiatives. She is Director of Furniture Planning at Kimiko Designs, where she helps clients connect furniture strategy with business goals, user needs, sustainability and long-term asset stewardship, particularly in workplace and healthcare settings.
Caryn holds architecture and liberal-arts degrees from Rice University and brings substantial nonprofit governance experience. She previously served as President of the Architecture Center Houston Foundation and as a trustee and AIA Houston board member, and she has also held leadership roles in community organizations. Her combination of design expertise, owner advocacy, project leadership and commitment to the arts aligns closely with TFAA’s cultural and educational mission.
Odile J. Legeay
Board Member – French Interpreter, Translator
Odile Legeay is a Houston-based French interpreter and translator with more than twenty years of professional language-service experience. A native French speaker, she works across English, French and Spanish and provides both translation and conference interpreting, including in-person and remote assignments. Her areas of specialization include business, finance, banking, contracts, corporate law, energy and healthcare.
Before focusing on language services, Odile accumulated extensive experience in international banking and business management. She is listed in the American Translators Association member directory and has completed U.S. Department of State interpreter training. Her combination of language expertise, cross-cultural communication skills and international business background is especially relevant to TFAA’s mission of connecting French and Texas-based institutions, artists and communities.
Patrice Brossard
Board Member – General Manager of GTT North America
Patrice Brossard is General Manager of GTT North America, where he leads the development of LNG containment and storage solutions for marine and onshore applications. A mechanical engineer and certified Project Management Professional, he has more than twenty-five years of experience in the energy sector, with expertise in EPC project execution, business development, strategic leadership and organizational growth.
Over his career he has held senior leadership roles including Managing Director, Vice President and General Manager, and has worked with organizations such as ExxonMobil, TotalEnergies and Vallourec. Originally from France and based in Houston for more than a decade, he brings a strong international perspective and deep knowledge of the North American energy market. His passion for arts and culture and his experience leading multicultural teams and strategic partnerships adds valuable business and international insight to TFAA.

Karine Parker-Lemoyne
Advisory Board member – Former executive Director TFAA, Founder and CEA of Be Peace Be Hope
Karine Parker-Lemoyne is a Houston-based nonprofit executive and community leader with extensive experience in international banking, strategic management, arts, education, and humanitarian initiatives. Originally a senior corporate banking executive in Paris, Karine transitioned into nonprofit leadership, combining her expertise in psychology, neuroscience, and the arts to promote emotional well-being and personal development. She served as Executive Director of the Texan-French Alliance for the Arts (TFAA) from 2011 to 2024, helping advance its mission of strengthening cultural and educational relationships between France and Texas. Her outstanding leadership and unwavering work effort on behalf of TFAA was the significant reason for TFAA’s past success.
Karine is the Founder and CEO of Be Peace – Be Hope, a Houston-based nonprofit that uses creative arts, social-emotional education, and therapeutic approaches to build resilience and hope among underserved children and communities. Developed in partnership with TFAA, the award-winning initiative has reached students in Houston and vulnerable populations internationally, including refugee communities in Africa. Her work has earned recognition from Rotary International and the Houston Independent School District. While no longer Executive Director, Karine continues to support TFAA’s mission of using art and cross-cultural collaboration to improve lives and strengthen communities.
Orianne Bidaud
Operation ManagerWith a lifelong connection to the arts, through music, dance, and a deep love for visual art, Orianne brings both structure and passion to the TFAA team. Born and raised near Paris, she pursued a career in science and engineering, graduating from a chemical engineering school in Paris.
For over 10 years, she held various roles in the industrial sector within a major French multinational, building strong skills in organization, project coordination, and operations. In 2023, she relocated to Houston for a new family adventure and embraced the opportunity to contribute to the cultural life of her new community.
She joined TFAA in 2024 to support the association’s growth and operations, helping to strengthen its mission of connecting French and Texan arts and culture. Her dual background in engineering and the arts allows her to navigate between creativity and structure : bringing clarity, efficiency, and heartfelt commitment to every project.
